We Have a Proven Track Record of Success.
As early as 1970, Sumner Lipman established the law in Maine that low income housing bonds can be for both moderate and low income and still qualify as tax exempt. It is still the leading case that bonding counsel use in reaffirming that modest income housing as part of a project can be funded by tax exempt bonds. At the time, Sumner Lipman was general counsel for the Maine State Housing Authority, while with the law firm Southard, Hunt & Lipman.
